Matrix Row Header Formatting

This pertains to another question I posed here: https://community.powerbi.com/t5/Desktop/Merge-Table-Rows/m-p/1849330#M714489 . As this is a separate, albeit related issue, I thought I'd start a different thread..

 

@PaulDBrown kindly helped me sort data into the following layout (this is still the test data, but my actual data worked just as well):

This is exactly what I needed, however it's left me with a new problem (which is always the way with PBI as it doesn't ever do exactly what I need).

 

In my current setup (which is essentially a table with extra bells and whitsles) the column containing 'Overall Project Status' is colour coded using conditional formatting. Not Started/Behind Schedule is Red, Ongoing is Amber, and Complete is Green. The conditional formatting is achieved using a calculated column which creates a single numerical figure for each entry in 'Overall Project Status' (1 is Complete, 2 is Ongoing, 3 is Not Started/Behind Schedule). As the above is a matrix, and the Overall Project Status is now a row header, that doesn't seem possible. In fact, all of the above are row headers with no values.

 

My solution/workaround was to replace the Overall Project Status column with the calculated column as values, like this:

Which, after some fiddling with column headers, data, and stuff, would then conditionally format nicely like this:

This is good, and achieves basically what I need. The problem is I need this column to be alongside the Project column, like this:

However, as I mentioned at the beginning, the original matrix setup is all row headers. The coloured column above is value column, which can't be set before row headers (for obvious reasons).

 

Am I just being stupid? Is there any way to achieve this? I made the mistake of coming up with a solution, and presenting that to management, before understanding that a matrix would lay the data out more efficiently. They now want the original layout, which is more technically difficult with my original setup.

Unfortunately PBI doesn't currently allow conditional formatting options for row fields in a matrix (though you can in a table visual). The only option I can think of is to apply the conditional formatting as you have done, or to the [percent complete] measure
