As shown below, there is no "Conditional Formatting" option for Rows or Columns in Matrix:
But you could apply Conditional Formatting to Values, and as @selimovd mentioned, you need to create a measure or just based on the value itself:

in general you can only color by a measure or a specific value with conditional formatting:

The best trick is to use a measure for the background color. Check the solution in this post:

To really have the possibility to color a row, you should upvote the following idea:
