Can maps on Power BI be made so user can select multiple points at once? Would also be nice to draw a circle/rectangle and have map filter to only that area.

I would suggest you try the "ArcGIS maps for Power BI". Please refer to the snapshot below. We can select multiple points and filter the data.

Thanks for the suggestion. Seems that the ArcGIS map is more advanced. Unfortunately, this is disabled on our servers by Admin.
if you are allowed access to custom visuals, powerbilayeredmap.com has this functionality.
