Many to many relationship mapping
SO[BillingNo] SO[Brand Description] SO[Material] SO[TotalNetCase]

8676137 H 101310 2
8676137 H 102607 2
8676137 H 103309 3
as we have 2 possible material group, depending by the total [netcase], for the example, 2+2+2+3=8, which is higher or equal than the Material group table[scalar value] 8(originally have 3 and 8), so it should belong to material group which have higher discount, so how i could i using measure to map correctly

Hello eunji888888 ,
as nvprasad mentioned, the question is not clear, if you could explain it.
but what I would advice you when facing a many to many situation is to make the data model as a star schema model.
check the concept of star schema https://learn.microsoft.com/en-us/power-bi/guidance/star-schema
