I am using Power BI desktop, version 2.137.1102.0 64-bit.
I am trying to create relationships, but the Manage relationships option is grayed out. I researched how to enable and found:
Go to File -> Options and Setting -> Options
Preview Features under Global - select Relationships Pane.
Relationships Pane is not an option for me. Any ideas? Please see the below screenshot.

do you mean this?
This is available without any preview feature and the new design is within global availability in newest versions.
This option will be only greyed out if you don't have any data inside your Power BI DEsktop file.

If, for any reason, you are unable to use the Relationships Pane, you may consider directly dragging fields in the Model View to establish relationships between the two tables.
