There's about a million ways that you can let users modify aspects of the report. You should be publishing it to a workspace either way, so that they don't need PBI Desktop installed to open it. Once it's published, you can share it with them and they can:
- Create their own reports based on the dataset
- Create personal Power BI bookmarks with their own sorts/filters
- Personalize visuals
- Interact with field parameters, which can give a dynamic experience
- Analyze the dataset in Excel
- Pin pieces of the report they use to their own dashboard
You can also customize what each user sees via row-level security
