I have a shape map of the United States. I want to associate each state with a unique link (for ex, a link to the web site of the best pizza place in each state). When the user clicks on a state, the link for that state should open in a new browser tab.
Is that possible and, if so, how do I achieve that.

It seems have no choice to set as you want. But you can link to web by button.
First create a button and set its action type as a web URL. And the web URL is a measure, when you select one statu, the result of the measure return a URL. ctrl + click to follow the rul.

You can create a filled map and add a drill-through option. On the drill-through page add a table and plot the county/region and required information with URL. Also, please categorize the county/region and URL column properly else it might don't work as expected.
