Lock Filters or Collapse Filter Sections
I think there really needs to be an option to either collapse or lock the filter levels for Visual, Page, Report sections. I can't tell you how many times I've clicked from one visual to another and ...

So your requirement is that you want to folder the report, page, visual level filters? In general, you may use Hirerarchy slicer instead of different level filters https://appsource.microsoft.com/en-us/product/power-bi-visuals/WA104380820?tab=Overview. One hirerachy represents one level in your senario.
