the company I work for does not allow for cloud based interaction yet I see Power BI as a solution to my visualization issues at work. With Power BI Desktop using Excel Files, would I still have a "cloud based" interaction

Otherwise it sounds like the next version of SSRS will effectively offer on-premise Power BI server functionallity. You may need to upgrade to SQL 2016 etc, but it is coming.
Using PowerBI desktop, your reports would be local, but you couldn't publish anything.
There are other products out there, that are not cloud based. be sure to do your research on those as well. They are different than PowerBI, but yet still similar.
Bummer on the "no-Cloud" thing at your company....
