Linked image does not render when exported

I have client logos as linked images ( base 64) imported as a field in my tblClients. It renders correctly on PBI desktop and PBI service but for some of my clients I export to PDF and the image does not appear. Any ideas on how to fix this?

which visual are you using to render the images?

Thanks Ibendlin for your help. I have used both Simple Image and Image Grid.
