Line and Stacked Bar Chart: Bad Line Behaviour

I need help, when my line is in region (higher hierarchy value, everything is right, the line has a good height, etc), when the hierarchy is on countries it's stick to the bottom (the yellow line)... how can I make it behave like in the region screenshot?
