I have figured out the issue. The scaling isn't working because of a measurement I have that is a single integer in a table that I created inside Power BI.

Helper IIIUnfortunately I cannot share the .pbix file due to my organization's compliance and the data involved. However, here is a screenshot of the visualization as a table and the date slicer selected for 2018.
