Line Chart without Aggregated Values

I have the following data -

I am trying to plot a line chart and Power BI gives the output in the form of aggregation as shown in the image below.

The field values menu does not give me a "don't summarize" option to select my value as it is, without any form of aggregation or calculation. Additionally, it changes the y-axis to decimals and it should show whole numbers. I need it to look like the image below -

How can it be achieved? Please help

Hi @b_minesh 

The line chart is plotting categorical data and you have multiple blank categories.  What is the chart supposed to do with those?  

I don't see how you get your desired result from your sample data.  All of the named Rater Groups have value 3 - but your desired result shows Peer and Direct Report with a vaue of 4?  And Others with a value of 3?  Based on your sample data the PBI chart is correct.

You have blank Rater Groups, how are they supposed to be treated?
