Least value by date

My Dax :

least_rank = RANKX(ALLEXCEPT(Data,Data[Date]),[Site Open %],,DESC,Dense)

I want to get ranks based on site open % which is itself a measure. and then use the rank to filter lowest value

But as you can see in image , rank 2 is assigned to both the values 66.67 and 33.33 %.

I'm not able to find why they are getting the same rank

Let me know what is the issue
