Last date with a value

here is my table below,,
I want to compare my last available value in the table with the previous one,

The basic pattern is:
Column =
VAR __Current = [Value]
VAR __PreviousDate = MAXX(FILTER('Table','Table'[Date] < EARLIER('Table'[Date])),[Date])
VAR __Previous = MAXX(FILTER('Table',[Date]=__PreviousDate),[Value])
RETURN
__Current - __PreviousHi,

I need a bar that displays the last and the previous values with a different percentage.
