Language setting in PowerBI portal

Something changed in the power bi portal, as now all our measures in all the reports have changed separator for decimals and thousands . It used to be dot separator for thousands and comma for decimal separator. Now all users need to change the language setting under settings and change it to native language in order to have correct separators, it is not dependent from the .pbix model that is published to portal, in which we all ready have regional settings both for global and data model set. Now I have to send email on 130+ powerbi users to change that setting on portal. In my opinion the default should be what was published from .pbix model.
