I connected to the server using ODBC DSN and I can see a list of the databases on that server, but I can not see the tables in the database.

As I know, there is a direct connector for Sybase database in power bi desktop, you could have a try with it.
Before using it, you need download and install the client from SAP SQL Anywhere driver on your computer, make sure that the driver you install matches your Power BI Desktop installation (32-bit or 64-bit).
