Is there any way to keep the loading icon from covering the title name?
keep the title name left-aligned.
I don't want to create another visual for the title name.

Unfortunately, the position of the loading icon in Power BI is fixed, and there is no way to move or adjust it. It will always appear centered over the visual while it is loading. Since you prefer not to create another visual for the title, there aren't many options to avoid this overlap.
One workaround could be to ensure the title is positioned in a way that minimizes the impact when the loading icon appears, but ultimately, the loading icon will always cover part of the visual as it is designed to indicate the loading process.

Unfortunately, no. The position of the loading icon is "static" and cannot be moved or adjusted in Power BI. It is always in the place that the "engine put it".
