Is there a feature that allows a dashboard user to easily create their own cross-tabulations of the data?
Perhaps similar to the software Q, where you have drop down menus for crossing different variables with eachother.
I don't think this exists, but I have to ask so that I can prove to my workplace that I know what I'm talking about and that it'd be silly to force Power BI to do something it isn't designed to do, and that we already have software to do.

Power BI allows to have the users personalize the visualizations they are seeing, selecting not only the type of visualization but also the fields they want to see. Check if this is what you need.
You also have the option to connect the Power BI dataset to excel.

Except actually, I realize this isn't a feature I can really use with my dataset, since it is split out by each unique user, so most of the numbers I show on the dashboard are from calculations with DAX, which the user can't do.

If you want the user to make calculations and so on, you need to add them as contributors to the workspace that way they can do the changes to the model, that can be done using Power BI Desktop but it's also in preview the abbility to make the changes online:

Didn't know that, if they want to make some interactions with the data and additional calculations only option I see is the Excel connectivity this can be done directly from Power BI service or from Excel.

It's a Pivot experience with some limitations around the calculations but it works with your models.
