I can create reusable functions within my one project. I am wondering if I can compile these functions in a, sort of, library, which I can include in other projects.
For example, in C# I can create a DLL which I can reference to use all of its functionality. Is it possible to create a Power Query in a similar way so that I can just include it in a project to be able to invoke that function in my own tables?

After my test, I'm afraid it couldn't achieve in Power BI for now.
You could save the function code then re-paste to create this function, this is a simple way.
