Intersection between values in the same table

Hi everyone;

I have the following (partial) raw datatable:

As you can see the phone number 300609, after 4 attemps, finally answered a call. Others, like 9214, never will do...

I would like to know the phone numbers that although firstly they don't answer finally they do it.
