Information button - no action

dear all,

 

I have some graphs that require some additional information, I have created some information buttons and when you hover above it it gives the required information. I however do not want people to click on it as I have no action associated to it. However it seems I need to have an action put to it to be able to have the information visibile. Is there a solution for that?
