Infographic Designer (pie)

I would like to design chart in power BI like this.

This example image was made in excel

My goal is that when the dimension receives new states a new pie chart will be dynamically created for this new state. I tried using Infographic Designer but it does not have the pie option I need.

Infographic Designer is a custom visual.
