Hello,
I have a table of 30 millions record in Azure Synapse Sql serverless and setup incremental refresh in my Power bi Desktop, everything works.
Now I need to apply some changes to the Power bi reports, what’s the best strategy? Do I need to refresh locally in Desktop and then publish or publish to the service and then refresh in the Power bi service?
What is the best practice in this scenario?

If you need to modify the data model and need to reconfigure incremental refresh, you must modify them in Power BI Desktop and then publish it to the Service again.
If your incremental refresh plan does not need to be reconfigured and you do not need to modify the data model, then you can modify the report on the Service.
