Assuming you have yearly partitions your values should be
RangeStart <= value < RangeEnd
Partition RangeStart RangeEnd 2004 2004-01-01 2005-01-01 2005 2005-01-01 2026-01-01 ... ... ... 2021 2021-01-01 2022-01-01 2022 2022-01-01 2023-01-01 2023 2023-01-01 2024-01-01 You can bootstrap these partitions for example with ALM Toolkit and then fill them independently.
