Image as fill in scatter plot

Hi All,

I was wondering if anyone knows if its possible to create a scatter plot that has custom visuals as the fill? Something similar to this:

Have been looking around through the marketplace but unable to find anything so far.

You have to use python to make scatter  plot with images.
