If a value does not exist in a column then return true, otherwise false

I want to use a conditional expression, if a value does not exist in a column then return true otherwise return false,

what I currently have:

SWITCH(

    TRUE(),
    ID = 2 && //need to include an expression here, "value1",

    ID = 3, "value2",

    ID = 4, "value3",
    0

)

The Dax function that checks if the value exists or blank :
If (isblank(your column)
