I have a column with both text and numbers, and I need to perform a calculation only for the numbers. I have tough at
if (Value.Is(Value.FromText([ColumnOfMixedValues]), type number) then [#"PCE (ug/L)"]/165.83). Why that doesn't run?

You need to escape the special characters in the column name. Please try this one.
if Value.Is(Value.FromText([ColumnOfMixedValues]), type number) then [#"#""PCE (ug/L)"""]/165.83 else 0
