ISINSCOPE -Hiding blank rows in Matrix - Export issues

Hi,  have matrix with 4 levels hierarchy and majority of scenarios Level 4 is blank/NULL. But Matrix is still displaying a empty row.

so I used ISINSCOPE to remove BLANK rows as suggested by Curbal.

and it's working as expected on the Matrix visual.

But there is one issue when am trying export from Visual using 'more options'. Power BI is exporting only rows with level4 is NOT NULL/NOT BLANK even though Matrix is displaying correct.

try to export from Matrix Visual and compare with what you see on the report.

When I export to data, it shows data with filters from Power BI.

So the row for District 2, Country 5 is missing for this row has no "city" and " value" row.

Do you want the exported data without applied filters, just show all data as stored in Power BI data model?

@v-juanli-msft Yes, when I export, I still want to see District 2 and 4. because there is data exist for these levels.
