IF Statement doesn't recognize False condition

My if statement doesn't recoginze the False statement.

 

IF(Col_X = Col_Y, 1, 0)  This doesn't work. Everything is 1 on average. The False condition is also not highligted 

IF(Col_X = Col_Y, 1,,0)  This works surprisingly. The False condition is highligted. Note the double comma

 

What is going on. This is getting very annoying with large nested if statements 

Has this something to do with my settings? 

Col_x and Col_y are both integers columns.

Regional Settings > DAX separators:  Use localized DAX separators: list and decimal separators are defined by windows locale settings.   Is marked

 

When I use the recommend settings, it is working like normal luckily
