I want to show percentage change with icon next to the records in matrix view

Business users want to see percentage change in the matrix view with icon 
please see attach below here : 

is it possible to get exact the same look here ? if not possible the same look in POWER BI, I'd like to know optional solutions as well.

I know that we can add icons within power bi, and selecting one column and identifying conditional format, fine 
but how about the measure ? and this measure (percentage) should apply for each year?

I couldn't come up with any idea for this particular situation.

I just look at pbix file here and I like it, this is pretty much it - choose your icons, change text color on average - 
only issue is here;

ok we have one category field, and we should have one year column (it contains 6 years) but I changed the tile to matrix and here it is ( attached below )

1 ) can we create a measure that dynamically calculating depending on the year ?
2 ) can we create a measure <0 red, >0 green so I can use this measure for font color conditional formatting ?

If I understood you correctly, you can achieve it by calculating the function

"static way " - something like 

2022 = Calculate ([your measure] , 'your table [year] = 2022

(same measure as each year with needed filter)

or using date table and time intelligence functions.
, but then you will meet a new problem: the measure name cannot change dynamically.
you will need to give some reference names such as "Current year", "Current year -1", "Current year -2", etc...

in the table view, yes there will be 6 different percentage measures to calculate each year comparison
how about instead of 6 different measures ? can we create one measure to put in the values field for matrix tile ? so it will adjust the records respecting year ? Do you think we can achieve that or no ?

That is exactly what I am afraid you will not be able to accomplish.

Similar results are definitely possible.

I have attached a picture for your reference.

Of course, you can put any shape you find to copy in the arrows

Each column in the table represents a measure

In order to demonstrate, I made only one triple, but you can make more if you want
