I want to format cell of matrix where there is a value like shown in below image...

If there is a value in cell, format it shown below, irrespective of how small or big the value is.

Both are different columns at row and column level despite being same values.

@ddpl , You have to create a measure and use that conditional formatting

Example 

Switch ( True(),

Max(Table[Row COl]) = Max(Table[Col COl]) , "Green",

(Max(Table[Row COl]) ="F" && Max(Table[Col COl]) = "G")  || (Max(Table[Row COl]) ="F" && Max(Table[Col COl]) = "G") , "Orange" ,

// add other combination

, "Red" //else

)
