Mesure = CALCULATE(SUM(Factures[PFCNMT]);FILTER(ALL(Factures);Factures[Mois.Date] >= DATE(2005;07;01) &Factures[Mois.Date] <= DATE(2006;06;31)))

 

I don't understand why this is false ? Can you help me please ?

You used the wrong operator for an AND conditional statement. It's && not &.
