How to use the same filters to bring in aggregated commentary

Hi,

 

I am using a card to bring in commentary to my dashboard from an Excel sheet, the dashboard has a filter at Date, Site and Cluster (multiple sites).
This works nicely with numerical data as Clusters are an aggregation of site data so the relationship aggregates the Sites data to report Cluster and Country.
However when it comes to commentary the table will have entries at site, Cluster and Country level in the same table. The commentary works correctly if I use the Site slicer but not for Cluster as the Cluster is related to multiple sites in the table and the Site is the key. I am guessing I need to overcome this with DAX but haven't quite got my head around the filtering and context elements yet!

Any suggestions on how I can bring the commentary into the dashboard at Cluster and UK level using the same filters. A screen shot below hopefully making this clear:
