I am using the Matrix so that Managers can do a drill through to see Resources Allocation % based on their Product > Project > Release > Person . However the Matrix visual does the roll up total which when using % is inaccurate totals so I would like to do a drill down that only shows the % at the lowest level (Person). See what I mean in image:

We could try to use the following measure to meet your requirement, use ISINSCOPE can the level is in what column filed, then we can return the result or blank.
Result =
IF ( ISINSCOPE ( 'Table'[People] ), [YOUR_ORIGIN_MEASURE], BLANK() )
