I've written a Stored Procedure which takes in a parameter a return a dataset for my report.
While I know I can pass/change the parameter in PowerBI as a designer/developer, I'd like to know wheter it is possible for an user/viewer to do so too, after I publish my report.

Only the person who is the publisher of the report or takes over the dataset can edit the parameters in the service.
People who have permission to download PBIX files can see the contents of the parameters in Power Query Editor, but they need to enter credentials after changing the parameters.
This is designed for data security, and if only the viewer can change parameters and connect to the data source, there is a big risk of privacy leakage. Hope this helps.
