How to make data that are unavailable in my dataset to show % automatically when data is present

Hello, i need some advice on how to handle the visual automatically when data is available.

Problem now is some data is not available yet in my dataset.

Currently, my dataset does not have Severity = S2 data. Only have S3 and S4 data.

I manually hardcoded it to show N/A for S2. See snippet (A). How can i handle this automatically when data is available instead of hardcoding?

I don't know why when i applied the same measure for S3 and S4 on S2 Tile, it shows 100% eventho' there's no S2 data present.

@Georgia_H , I think as of now handle blank value and showing a value is the only option
