I have Dimension table Region (Country, City, CompanyId, CompanyName). I have Fact table Sales (SalesId, CompanyId, Amount). Tables are joined with CompanyId column.
I have Matrix reports with columns Country, City, Company, SalesAmount.
I need to list all companies no matter if there were sales at all. Currently I see only companies where sales rows exits.

Select your matrix then in the Visualizations pane, find the 'Company' field.
Right click and select 'Show items with no data'.
