Hi , Hope you are doing good !

To achieve this you have to turn off the header icon toggle button, if you want to customised then you can turn off selected options.

But the changes will only occur in reading view.

In Power BI Desktop, one way to hide it is by making the icon color same as the background.

 

In the sample screenshot below, I have selected the icons color to "White" to blend with the background.
However, if you hover on the top right section you can still click on it.
