In my Power BI Dashboard, I included a table.
I changed the background to black and realized the table's bottom border was missing.
What can I do to get a correct border visible?

Please attach a link to pbix...
You have something that hides the border I can't guess what is it without access to the file...
As you have seen in my examples there are no bugs and the black background is not the problem too.
The scroll bar was from the Table itself. and the table only took up ~1/2 of the page.

Now I see that the graph is hiding the bottom part of the table
like on my pict :
You should take the graph lower / from format options send it back

The border isn't missing, the table is just larger than the page size, I see it by the scroll on the side:
To see the border's bottom you need to change table size to smaller ( to have some space until the end of the page) :
or to make the page longer (for the same effect):
