I need to create PBI report for using account. so it is become very confuse. Does account log in also influence the PBI file name ? what is the best approach ? Can i doing all report in one account ? it is a must to log in one of the account before i start to create the report ?

No. How you are logged in has no bearing on the report or its permissions to access data. It only matters when you go to publish. Then the login ID is critical as it will only allow you to publish the report to workspaces that login can see.
You are free to create reports all day long with Power BI itself not being logged in - saying "Sign in" in the upper right corner.
DAX is for Analysis. Power Query is for Data Modeling
