But I can't use Tabular because my data has duplicate values in every data set.

If you select "Don't summarize" in the table visual, and the data will be displayed.
Or do you mean duplicates that is exactly the same row, such as the last two rows below.
In this case, which is by design, Power BI aggregates the same rows by default. If you want to show them all in a table visual, you can solve it by adding an index column.

@Tiger2514555 If every column is put in the table visual, it should not remove any rows because every row is distinct. The condition is to insert every column into the table visual.
But in the my Matrix, only one row is displayed even though there are more than one row in the data.
Put every column in the row parameter of matrix visual and switch off stepped layout in the row headers options.
OR
Try table visual all together.
If problem is not getting addressed upload an image of issue.
