How to display custom Alert message on power BI page when no data is available

When no data is present in the data source all the Visualizations shows no values, I am displaying a custom message when that happens on the cause why data is empty as a card visual.

Is there a way to create a page with that message alone and display and view or hide it whenever data is not present.

Place a text visual behind the card visual and make the card visual background transparent.

this is what i have now, whenever i add any new page i need to create that card visual again.
looking for a solutuion which can auto display only one page when no data and when data is present display all other pages.
