From your description, we can see It is the Hierarchical Filter Visual. A custom visual in Power BI as well.
After testing, we cannot find a way to meet your needs and it seems that if this feature is turned off, it may affect the normal use of this visual.
If it troubles you a lot ,you can contact the author to implement this requirement.

@Anonymous , Not very clear. Do you want that in always open state ?
No I want the editor to not show up while the user is accessing. Otheriwse I am afraid that they might use this and mess it up.
