To my knowledge, your requirement could not be realized currently. But I have found a submitted idea which is similar with your expected, you could vote it up: Customize series with no data

As mentioned earlier, that I do not have any data for these currently. Also, as the Report is based on Live connection and retrieves data from Azure, I do not have access to any data in particular.
However, would like to know if it is possible to customize series in Power BI for a particular line in line graph when there is no data.
