How to create a "Go to top" button to quickly click and go to the top of the dashboard.

How to create a "Go to top" button as quick click and go to the top of the dashboard. I would like to realize below:

• intead of scrolling the right side
• the button can hover over of the page, not pin in the page
• when you click it, page can back to the top of the dashboard, and will not refresh the page

You could create a bookmark where you want the "go to top" to land. 

You then create a button. You then assign the bookmart to the button, so each time you push the button, you "go to top".

I have tried this method, but the button created is pined to the page, which means I have to scroll to the specific location to see and click the button, that's not what I require.

I want the button to move when I scroll to the right. Besides, I can't set the bookmark as a "go to top" feature.

Could you please give some advices?
