How to create a matrix visual without aggregation

I have a matrix that I want to use only as an overview of my data, without an aggregation function. This seems to not be possible with the standart functions of Power BI.

The matrix should look something like this:

Measurement/ Document ID	13000	13001	more values (no aggregation)
Batch Nr.	1	2
Temperature	100	50
Weight	40	20
more values (no aggregation)

Is it possible to do this with more advanced functions, perhaps?
