There are several options:
1) Go to Model view
And then, Select the field>Properties> Open the dropdown in Format and choose Custom
And then write: #,0.00
2) Change the language in the system locale: http://schoennie.blogspot.com/2018/11/thousand-separator-and-decimal.html
3) Try to change Regional settings in Power BI. File > Options and settings > Options > Regional settings (both Global and Current File).
4) Go to Power Query Editor and replace "." by "#", then "," by "." and finally "#" by ","
