I am able to have a shaded area under the constant straight line. Is there an easy way to add a shaded area above the constant horizontal line in power bi? Note: The y axis is variance and it can change based on the x axis (date) .

Base on my research, I didn't find a visual which can totally achieve your requirement. You can follow the steps below to create a stacked area chart or line chart as an workaround, please find the details in the attachment.
1. Create a stacked area chart
2. Create a line chart with analytics line
