Use the below dax to get the balance output 

Balance =

VAR cydate = MAX('Table'[Date])

VAR PreviousBalance =

    CALCULATE(

        SUM('Table'[Received]) - SUM('Table'[Processed]),

        'Table'[Date] <= cydate

    )

RETURN

    PreviousBalance
